xemacs port woes

I've posted this on comp.emacs.xemacs but I'll post it here to in case anyone has any insight:

Here's what I did.

1. downloaded and untarred 21.4.22

2. followed instructions here:

http://wiki.tinycorelinux.com/tiki-index.php?page=Creating+Extensions

3.  did export EMACSPACKAGEPATH='/usr/local/lib/xemacs/xemacs-
packages'

4. created that directory with owner root:staff and g+w mode (FYI tiny
core default user is 'tc' with staff group)

5. created the same at /usr/lib/xemacs/xemacs-packages just in case

6. created ~/.xemacs

7. copied etc/sample.init.el to ~/.xemacs

8. src/xemacs

9. set packages download site to default US site.

10. tried to update package index and get this error:

"Symbol's value as a variable is void: allow-remote-paths"

What is wrong?
