tce-load: rsync: why --ignore-existing?

If I have to overwrite a base file like it happens with tc-ita.tcz this doesn't work anymore.

It is called preserving system integrity by default.
Of course, one can work around such via a startup script, which is still the wild west.
But at least by default we can prevent accidental oops!
