Update tcpdump so it does not depend on openssl-1.1.1

I realize there are a lot of legacy extensions that are still tied to openssl-1.1.1, but for starters can we get tcpdump updated?

I’ll take a look in a couple of days.

tcpdump updated in the x86_64 repo (it was already updated in the x86 repo)
