bind.tcz missing dependency in TC16 x86_64

Running "dig" from bind.tcz on TC16 x86_64 fails looking for "libjemalloc.so.2" which is in jemalloc.tcz. I suggest that jemalloc.tcz should be added to bind.tcz.dep.

Specifically, libjemalloc.so.2 is required by libisc-9.18.25.so in bind.tcz.

TC16 x86 and x86_64 versions of bind.tcz.dep updated.
