Tinycore 14.0 64bit: grub-mkrescue error

I'm using Tinycore 14.0 64bit
I download and loaded grub2-multi.tcz

Then i ran grub-mkrescue -o test.iso testfolder
but it gives errors as follows

Can someone please tell me how to fix this?

What happens if you symlink it to /usr/share/locale?

Is the mtools extension loaded?

pek:
I reloaded mtools and get the same error.
