I could not get this to work unless I rm /home/tc/.setbackground
The last line of my .profile is:
startx
I added this line just before the startx line
rm -f .setbackground
startx
This solved my problem.

Strange. Does it happen on a fresh system installing only Xfcebase and its dependencies or other WM's and extensions installed too? Are you running it on a native system or in a virtual environment?

I am seeing the same behavior. Implementing the workaround that bshuler posted (with an added check for the file) solve the issue of Xfce starting. I am running a fresh install in Virtual Box with only Xfce4base + deps and VBox Guest Additions loaded. There must be a conflict with Esetroot. I will be happy to provide any extra info if it will help.
