After saving the file, restart Thunderbird. Then click  Help->About  and the little window that pops up
will include a line that reads:

Updates disabled by your system administrator

Don't forget to add the file to your backup.

By the way, saving a copy of that file as  /etc/firefox/policies/policies.json  will disable updates for Firefox.

I tried that and it does indeed indicate updates are disabled.

Hmmmmmm... wonder if I should add that to my backup.
