tl;dr: raspian "lite" version circa 20211108-20220128(2021-10-30-raspios-bullseye-armhf-lite.zip) the second partition on that image is an ext4 filesystem which was created on some build machine somewhere. The UUID on it never gets "evolved" to something else after the install.

When installing and with in the expanding of the partition, it could also random generate i new UUID id.
