Installing syslinux fails

Hi all,

 I am trying to creating a disk image from scratch.
 Instruction on attachment, otherwise post does not go.

 Unfortunately, it does not boot.
 Qemu sticks to Booting from Hard Disk...

Resolved with this page: I did not install the boot loader.
Syslinux did not do it by default.
