"Freeform mode" in Android 7 or above pertains to this OP's third comment.
https://www.floatingapps.net/freeform
https://blog.floatingapps.net/2018/01/qa-floating-installed-apps-with-freeform-mode/
It pertains to all devices above 7........and can be used with any apps......... (NOT JUST used with the "floating apps" app.....)

Managed to find another extreme tiny free app.
A tiny 16 kilobyte music player... With looping and pause and it's interface is in the
Notifications bar.... It also continues to function when your phone is in deep sleep
Thanks
Also a tiny 37 kilobyte file manager with full file manipulations available
https://apt.izzysoft.de/fdroid/index/apk/com.martinmimigames.tinymusicplayer?repo=main
You will need to give the file explorer the relevant permissions in it's APPS listing

Thanks

Hello forum,
I also managed to find the big brother of the "Tiny music player"
App ......... called the " Little music player "
https://apt.izzysoft.de/fdroid/index/apk/com.martinmimigames.littlemusicplayer?repo=main
At just 21 kilobytes, It can
Also play network streams and playlists...
To play any network stream, simply past it's url into any editor
And save it as a .m3u or m3u8 file extension..... Then use the
Player to open that file.
OR, you can simple SHARE any url to Little player..... ( Using Android share feature).
It also works in deep sleep mode.....and it can be used together at the same time
With its tiny music player app
Thx

Not interested in Android apps, but I was just puzzled by their small / minuscule size.
I did not find other logic for those, except maybe that your reported size is for the packaged app (I mean is highly compressed, like a squashed type .tcz). Or they uncompressed in RAM in place like UPX.
I also sow something similar in KolibriOS, where small size is because ASM (machine code language) but ALSO because they removed/simplified the header of "ELF" executable.
And then maybe the core / kernel is a combination of Kernel + GUI-toolkit + Services; therefore the apps do not need many extra libraries / dependencies. Not the mess that Linux is now with many tool-kits like GTK 1/2/3/4 + QT + FLTK + KDE + whatever.
