What is purpose of xwbar.lst?

It's in /mnt/sdb2/tce64/xwbar.lst and seem it's empty. Is Xserver for wbar?

I don't use wbar, but let me guess that xwbar.lst is the list of programs, which must not be used by wbar.

That list is just a reference to setup a minimal desktop environment.
On older release, the list is hard-coded in tc-install.
For newer release, that list is copied from the CD or ISO.
If no such file can be found, it would be empty.
