Until you get a better reply,

I don't know what this is and how it works. Based on the info written in it, it is a "Microsoft Visual Studio Solution File, Format Version 12.00" and it can only be converted into executable "Windows .exe" file.

this application program;
an application that creates a user interface to the console
I thought it could be used as a minimalist steam client.

What I actually mean in my before post is that this application can be compiled and used only on windows.

Why don't you just continue with SteamCMD without any GUI ? Is it too hard ?

Sorry for asking that because I have never even saw Steam. All the games I play are online free ones html5.

It would be nice if it had a library listing feature easily, but the number of games exceeded 100 in time :)
