What is -dev.tcz?

When I was installing the webkitgtk+ from source code. I realized python and ruby have -dev.tcz. What is the difference between app.tcz and app-dev.tcz? (to install other app from source code or to develop python/ruby or it's a beta version)

The *-dev extensions contain files only required for compiling against that extension, but not for running it.
