Ah, so that's what antiX distro is using for it's virtual terminals and why I haven't seen it much anywhere else:

It's a kernel patch I believe called fbcondecor, so I guess you have to tweak the kernel to make this nice border around virtual terms so pretty.

I guess previous earlier versions were named fbsplash and the like.  Just thought I'd throw this out there since a few of us TC'ers are framebuffer fans.
