which file contains authoritative TCL version?

By "authoritative" I mean the version that's shown during boot--for example, "Booting Core 11.0beta1"
I cannot find the string "11.0beta1" anywhere inside /etc (in fact, 11.0beta1's /etc/os-release contains
VERSION="10.1"
).

I found /usr/share/doc/tc/release.txt
It's the file parsed by /etc/init.d/tc-config, so I guess it's the most "definitive"
