CUPS validation fails

CUPS is installed, the notes listed in the INFO for cups.tcz state the following:"the root password needs to be set to perform admin tasks with the browser interface                 $ sudo passwd"
I set a password for user tc and have cups running.  When I attempt to do administration tasks, e.g. add a printer, the cups login box refuses to accept the login credentials: user tc and my assigned password.

I only installed cups.tcz.  Do I need to install pycups, libcups or cups-filters?

There is a user called  root  whose password you need to set.
