Please mention IRC in the info file, "chat" is pretty ambiguous

The description was copied and pasted from the headline of their web page.  Xchat calls itself a "multiplatform chat program"  and "Windows and Linux chat program" in it's google and web page headline respectively and it is IRC only.  Usually an app's web page headline is not a bad one to use in  our description field as they are normally short, accurate, to the point, and the words the author chose to use. 

But nevertheless, weechat is IRC only so it will be done.
