How to set locale to C.utf8

Of all the locale options, C.utf8 isn't one of them. We have C by default, and there are extensions to give us every other locale in utf8, but not C? Or am I missing something somewhere?

C.utf8 does not exist? I believe that's only in musl, or perhaps it was added to a very recent glibc.
