time change in europe

Have slight problem with the time setting.....
I setted tz=CET-1CEST and during the summer periode i got the right time.... this morining one hour ahead to i change tz=CET and rebooted - but now i'm an hour late....

I use for sweden:
tz=CET-1CEST,M3.5.0,M10.5.0/3

I use tz=CET-1CEST,M3.5.0,M10,5,0   and it worked!
