Any idea how to get udev to populate /dev/disk/by-uuid links, it looks like the rules to set them up are there.

On regular Core, besides the rules, you need the udev helpers installed.
The only barriers that can stop you are the ones you create yourself.

Which specific "helpers"?    there are no piCore packages for udev

Programs such as ata_id, that those rules call. On x86 it's in udev-extra.tcz.
The only barriers that can stop you are the ones you create yourself.
