The dep file also needs to include these:
pycairo, gtk2, atk, pango, fontconfig, expat2, libxml2, graphics-libs, and pixman

also it requires gobject...according to pkg-config:

Perhaps you should add the directory containing `gobject-2.0.pc'
to the PKG_CONFIG_PATH environment variable

but there isn't a gobject extension for 2.X or 1.X

That  should be found in the glib2-dev extension.
