   telnet telehack.com

and then press Ctrl C or Ctrl D

Just to clarify ctrl D and ctrl c fail to end the process.

I still don't see a question.
Telnet tells you when you connect how to exit.

If the telnet host stops responding exit doesn't work appropriately I'm trying to reproduce the bug but it isn't consistent.

'exit'(which I believe is what you are referring to) doesn't work consistently.
