piCore is GPL v2 licensed. If you need a personalized version, you can use piCore as it is to make your own system. It is why TC (piCore) is called toolkit rather than distribition.

What is your goal?

i want to make an OS for the raspberry pi, i found a pilfs tutorial ( pi linux from scratch ) but it seems a little bit hard  :-\
and then i found this tiny OS (toolkit as you said ) like a gift from GOD, so i thaught i could start from it and modify everything like changing the way the desktop looks completely ( icons , task bar ... ), change system sounds, add packages etc ... and compile it to ( .img) so i can reinstall and redistribute it.
my dream is to make LITERALLY an OS that don't look like tinyCore or any other, please how can i do that ?
