Where is the tce= boot code parsed?

I note that the    tce=    boot code is not parsed along with the others in that nice big block near the top of /etc/init.d/tc-config.  Where -is- it handled?

I'm using Core 4.7.7 and want to tweak it such that it honors this boot code even when I use    base    and    norestore.   I'm specifying the tce directory I want to use -and- that I don't want to load extensions or restore data on this particular bootup.
