What you can't delete is a directory not a link. Try

Wouldn't that delete all files & folders inside  /mnt/sda1/tce (including itself) ?

Instead of
sudo rm  /etc/sysconfig/tcedir/
try
sudo rm  /etc/sysconfig/tcedir

will try
