A few questions
Can we download the entire repo?
If I use another mirror like one on local network does it need to use http or ftp? And to I eddit the /opt/tcemirror file or create a new one for local mirrors?

You can add unofficial repos to /opt/localmirrors.
These can then be selected using the standard tools.
Repos are either http or ftp.
Downloading the whole repo is frowned upon.

Delta downloads only work over http. FTP works, but uses full downloads.
The only barriers that can stop you are the ones you create yourself.
