getPackage extension versus package-build extension

Regarding the VMware View client for Linux and what appears to be a prohibition on redistribution (with an unpublished partner license for Canonical), I'd like to facilitate other TC users' use of VMware View client for Linux on TC.

Would it be preferable to submit a getPackage extension, a package-build extension or does it not matter?  I'm already well on my way to making a rough draft of instructions but would like it to be easier.  Obviously the results of a package-build extension (to make your own extension) would not be redistributable and would not be open to posting in any extension repository and a getPackage could be used with local backups.
