Convert graphics-libs-1.tcz to metaextension

graphics-libs-1.tcz is a combination of four packages, tiff, giflib, lcms and giflib. Extension is dated back to January 2009. Since that all upsterams updated several times, it would deserve an update if doesn't break extensions.

Also, Core changed in the mean time, see recursive deps. It would be good to have the four ingredients as independent .tcz's (tiff is already in the repo) and convert graphics-libs-1.tcz to metaextension like compiletc.tcz It would keep compatibility offering easier maintenance at the same time.

It is how I'm adding it to piCore.
