need command how to add new tty

in text mode Alt+F2 Alt+F3 do not work
need command how to add new tty 
 and auto run this commands after text boot kernel option

I use nowadays sudo openvt su tc to create myself another virtual terminal for the user 'tc or if I want one for 'root' it is just sudo openvt

and multivt fully works
