Xfbdev build

How was Xfbdev built?  It says it is 1.7, I presume from Xorg server 1.7.1 ?  If so, how was it built that doesn't require all the xkeyboard-config garbage when run?   I note that the Xfbdev included from tc runs on an old toshiba r10, but building one from Xorg server X11R7.1 (1.1.0) can't be dropped in replacement because while it tries to run, it hangs the same way Xvesa does on the R10.  Building Xfbdev from the xorg server 1.7.1 on lenny, won't run a as a drop in replacement because it requires all the xkeyboard-config garbage.  Can't get xorg server 1.5.1 to build on either etch or lenny.   Using config line: ./configure --disable-xorg --enable-kdrive --disable-aiglx --disable-glx --disable-dri --disable-dr12 --prefix=/usr --exec-prefix=/usr
