Hi beerstein,
several weeks ago I also set up cups for a HP printer (LJ5L) using TCL 3.8.4. I tried
many different configurations using gutenprint, foomatic-rip and HPLIP. I can confirm,
that cups and access right are a theme.
I ended up in a very simple configuration with cups (not cups1311), ghostscript and
ghostscript-commons.

So I took a huge HP-related archive from
http://www.openprinting.org and extracted
the appropriate one for the LJ5L .
For configuration files placed in /etc/cups or similar I added them to .filetool.lst and it worked for me.
Obviously although cups1311 does not need root rights for administration via browser it needs root
rights for its supporting modules of the form <x>to<y>.
