1. Is there any good collection of extensions for building common linux software from sources?
2. Currently this is to build dante SOCKS server. Does something equivalent that can act as a SOCKS 4 or 4a proxy already exist?

1. Yes, just tce-load -i compiletc

openssh can act as a socks proxy, but may not be what you're looking for.
