Dependencies won't download

I downloaded the newest version of TCL and went to install WiCD over an ethernet connection. However, when I clicked Download in the App manager, it only downloaded and installed wicd.tgz, not any of its dependencies. How do I force the app manager to download dependencies? In older versions of TCL this was automatic.

Did you manually download wicd.tcz or did you select wicd-2.6.tcz in AppBrowser?
I just tried it on a fresh nobase norestore boot and it downloaded all dependencies.
Do you have a persistent tce directory?
How much RAM do you have?

I have 4GB of RAM (I assume only 3GB are recognizable by TCL, because it's 32-bit).
I selected wicd.tgz in the sidebar of the App browser and chose Download and Install. I set a dedicated partition as my persistent store, (I have to fix the BURG/Grub2 entry because it doesn't yet work and I have to escape to the Grub command prompt just to boot TCL). I know the persistent store is working because I set the background and restarted, and it was there.
