jwm-snapshot: Problem with ownership of .jwmrc

Ownership of .jwmrc in /home is root:root. Also, it seems to be over-written each boot as I cannot make any setting in it persistent, no matter what I do.

regarding jwm.tcz in the 3.x repository:

I made the same adjustment as I did for the 2.x version. That is, "System Tools" is now an include.
This gives the user more freedom and control of .jwmrc.

Reposted jwm.tcz in 3.x repository. You will have to remove your existing .jwmrc to get the new one.
