This is about where the keyboard can be found to communicate with it.

What do you recommend for automatically keyboard language setting,
for example the country IP structure can be a logical automatic suggestion system for automatic keyboard setting of a keyboard

You would need set up some udev rules based on the USB data, assuming that the USB data would uniquely identify the keyboard layout.
