SCE tools naming

Upon further thought I would like to rename the user called SCE tools with the sce- prefix.  Makes them easier to find and is in keeping with the TCE tools like tce-load.  sce-load, sce-update, sce-remove, etc. is the naming convention I would like to move to.  Please express any thoughts or concerns, if it sounds reasonable I would like to proceed with it in the next release candidate.
