easy to understand, if .dep exists don't ask the user for deps

Ok, if a dep file is created manually beforehand, an important detail that was missing.

On re-import, the existing dep file that was created on the original import session would be used without prompting the user.  I can see usefulness in that, and combined with the separate update directory for re-importing loaded sce's.

I will look more into it soon.
