Change log for 2.11.3

* Updated wallpaper to read/start with solid current backgroud color.
* Updated usbinstall added UUID clause to waitusb option.
* Updated tce-update to accept tce dir parameter.
* Updated tce-update to acknowledge when system is up-to-date
* Fixed non-standard awk in tc-functions autoscan.
