I had no trouble downloading it. I downloaded it using the link you provided. I also downloaded it from the dCore page:

OP's link worked for me too - Win10, Firefox latest.

It worked later on intermittently ... perhaps your download servers are mis-configured or overloaded? Looking in the server log files for HTTP 500 errors could highlight an infrastructure problem.
