Title: libcap vs. libcap-ng

There are two libcap's in the 8.x 64-bit repo. Does it matter which I use for extensions? What's the difference anyway?

libcap is the kernel.org version and libcap-ng is redhat's fork.

I don't really know the difference between them or if one is better than the other, some apps will only work with one and not the other...

If I'm building extensions for the repo does it matter? It looks like it only it only affects BIND in my list. Do we have a direction?
