sce-update redownloads wifi.tar.gz even is the latest

Hi
I did sce-update pidgin which has base as is recursive dep.
base contains wireless and wifi.tar.gz is re-downloaded even I've updated base earlier today.

I'll be uploading a new RC that has the recommends and suggests options that required changes to sce-update.  So lets test again with that, I will be uploading later today.

New RC uploaded, it found no SCE updates on my box from previous RC.
