Tested with a RPi2 piCore 6.1 (armv7 architecture):

I had to manually download this tcz from the x86 arch repository and install it locally to be able to change the layout of my keyboard:

$ tce-load -i kmaps
$ sudo loadkmap < /usr/share/kmap/qwerty/es.kmap

It is not a TCB bug, just a missing extension. Please put such posts to the extension request section.
