tcz, locale or both

want to download leafpad, there are 2 files a .tcz and a locale file
what is the locale file and should I download it?
briefly culled through some docs but did not find an answer
if you have a url, please point me to it

The tcz file is the application. The locale file is to allow menus and error messages to be displayed in
languages other than English.

Use the application browser and all dependencies will be downloaded automatically.
